- Scope boundary
- Only arrangements we did not design or operate are eligible for independent assessment, subject to reporting and conflict checks. A scoped periodic review is not continuous monitoring of every system event.

Monitoring integrity
The review examines whether monitoring remains connected to the approved risk posture, whether triggers produce action, and whether drift or performance changes are reaching accountable officials.
Findings lifecycle
Open findings are tested for ownership, aging, evidence of remediation, acceptance authority, and closure quality. Reporting emphasizes what changed and what still requires a decision.
